Yes, Lyft's PrimTime (i.e. surge pricing) is locked in at the time of the scheduling.  This PrimeTime multiplier is locked in and honored at the time of the ride.  

We predict what Prime Time will be at the time you schedule your ride.

When you confirm your ride request, Prime Time is locked at that rate. Even if Prime Time is higher or lower at the actual pickup time, your Prime Time amount is the same as the original estimate. (source - Lyft)

This is a great benefit for those people who want to be sure about the upcoming fare.  Remember though, the rate that you have "locked in" will be used whether it's "higher or lower", which means you can be paying more than you would have if you simply had requested at the time of the trip.

This is a very different policy than Uber's; however, remember that Uber allows you to schedule 30 days in advance while Lyft 7 days.
