Yes, the rate is the same for 3 or 4
You must be looking at UberX, Lyft, or similar cars that have 4-passenger capacity. The price is the same regardless how many people you have in your party. So you can have 1, 2, 3, or 4 people and it would be the same amount.
As an exception, for some taxi companies, the price quoted is for 1 or 2 people and they would charge an extra passenger fee, but those are usually very little, such as $1~2 per extra passenger.
