I heard rideshare companies will not move into areas where the locals are often not trusted by the tourists. So, while millions of people visit Jamaica a year, those travelers are more willing to take taxis that are regulated and on taximeters.
I've heard this as well. There are crooked taxi drivers, but at least there is regulations to fall back on.
