When does the clock tick for waiting time? Is it when the drivers are waiting for me to come out of my house? but I thought the meter didn't start until I got in the car?

Wait time is time drivers spends waiting for you to enter the vehicle.
"Wait time" in the eyes of the rideshare companies and drivers means the time the driver is kept waiting at the beginning of the trip. This charge starts after a few minutes of their arrival, if the passengers has not entered the car. It's currently set at 2 minutes for Uber and 1 minute for Lyft.
Wait time is not what some people think, such as when the vehicle is stopped (at a red light) or the vehicle is traveling under a certain speed limit (e.g. in traffic). This confusion comes from how on a taxi, those "wait times" are added as cost to the trip as a wait time charge. Of course, with rideshares like Uber and Lyft, you do pay for those times but they are counted as travel time.
