Yes, you can use Lyft to schedule a pick up. The easiest way to do so would be to schedule the Lyft ride in advance, and you can do so you can use these instructions. It will allow you to set both a pickup and drop off location, and schedule the time for the ride to show up.

Yes, you could always this simply by choosing a different starting location than yourself. Uber and Lyft encouraged it even. See the longer response as well as Uber and Lyft's position on the subject here:
In 2017, Uber has updated the rider app where, upon selecting a different "from" location, you are automatically asked whom this ride is for. This sends a text message to the car's recipient.

Yep, you can totally do this, but with Uber app's update from earlier this year, it's a bit tricky to do so. The app automatically assumes your current location as the starting location, so you would need to make sure you modify that to your niece's location.
If you use RideGuru's app, it'll allow you to set the starting and ending location freely. Have you given it a try?
I appreciate Uber adding this new "feature", but how is this different than how it is today. It still charges your credit card, you still type an address. Oh, the text message? I guess that's kinda neat. It saves me 3 seconds.
