I have always wondered this too, it actually made me stop using Uber for awhile because it pissed me off so much. I eventually would always get my fee back from Uber but it took so much of my time going back and forth with them. It is liek a gamble when you order a ride to see if you will just have a driver take your cancellation fee... GRRR
Uber needs to take responsibility and limit their cars. I am sick of them trying to solve problems by throwing money around. The cities are congested becuase of the sheer number of rideshare drivers. Everyday drivers shouldnt have to pay tolls to fix this issue.

Drivers are always in danger. It is actaully a VERY dangerous job, this is why I will not let my son become an Uber driver.
