Yes, Uber does pick up at Phoenix Sky Harbor (PHX) Airport.
At PHX, there are specific pickup areas for rideshare services that are separate from taxi and limos. When you get off the plane, follow the signs for ground transportations and look for signs that says, "rideshares" or "TNC" or "App Ride."
Below are specific pickup areas (current as of August 2017).

Terminal 2 Pickup:
- Rideshare pickup zone is located on the inner curb, past door 8 at the end of the terminal.
- Prearranged pickup zone is located on the outer curb, just past door 8 at the end of the terminal.

Terminal 3 Pickup:
- Rideshare pickup zone is outside of door 4 on the outer curb.
- Prearranged pickup zone is outside of door 4 on the outer curb.
- Terminal 4 Pickup:
- North rideshare pickup zone: Located on the outer curb of arrivals, near the beginning of the terminal outside Door 1
- South rideshare pickup zone: Located on the outer curb of arrivals, near the beginning of the terminal outside Door 8
