First of all, the insurance requirements and availability are different in every state and country. Please check with your local rules before making any decisions.
If you are asking whether Uber or Lyft requires it, no, they typically do not. They of course require auto insurance but not necessarily the rideshare insurance.
If you are asking whether the insurance company requires it, again, this depends on your insurance company’s policy.
Uber and Lyft’s philosophy is that normal people (not just professionals) can drive part time to make money. They prefer not to put more hurdles on people becoming drivers.
