I think it depends on the taxi company. Some taxi companies have enforced really strict rules and installed plexi glass in all there vehicles. In these instances, I would say taxi companies are safer as Uber drivers can be hit or miss with their safety level.
There is a reason Uber is pushing SO hard for this to pass, it will benefit Uber but not the drivers. When has Uber ever cared about the drivers!
Did you write this article? Interesting takeaway at the end regarding scooters benefiting drivers by cutting down on minimum fare rides. In the end I still hate the darn things though.

This is a big play, can they do this to Uber/Lyft/Juno etc? I am not sure of the legalize but I would think it would be hard to tell who can drive around in their own car and who cannot.
