I have heard that this happens a lot in some countries. They pick up tourists this way, and once at the destination or during the trip when you notice, they would demand absurd payments.
This driver did nothing wrong, right? I wonder why he just didn't comply. Just per right, I guess.
My point is that even if he stepped out and did things the officer asked, no harm would have come to him. The police was probably trying to mitigate risk, say a chance this dude was dangerous or something. It's hard to blame the cope, because I feel like there must have been a reason. (then again I didn't really carefully watch the video.)
