Can I drop off at Newark NJ and pick up? (as a NYC driver)

If you are a TLC Licensed NYC driver, yes.
The short answer is yes. If you are a New York City driver licensed under the TLC, you are allowed to drop off in Newark, NJ (or the EWR Airport) and also pick up passengers.
The confusion arises because NJ drivers can drop off but CANNOT pick up in NYC. It's a bit one-sided but this is due to the fact that you need TLC license to operate/pick up in NYC.
This discussion has many vague areas, so if you are looking to driving in ths area, we suggest that you speak to Uber directly of your intentions. For example:
- You may be a NJ resident, have a NJ license, and have a NJ license plate, but you can still be licensed to drive in NY under TLC.
- Even if you are a NJ driver, Uber app may still send you ride requests while in NYC, say, if you were there at JFK dropping off a passenger. (If you do, you can get ticketed!) We have had conflicted reports that Uber app does or does not match NJ drivers with NY passengers.
- Generally speaking, a driver is not allowed to operate in multiple territories or states. Special status is granted on an exception basis. NJ and NYC are considered separate territories but around NYC, Uber seems to make exceptions automatically. The pickup area (i.e. territory) around NYC is fairly large, and encompasses most parts of Pennsylvania (PA), Connecticut (CT), Delaware (DE), Western MA, and New York state (NY). It's a big territory. (update: To receive requests in Philadelphia, you must be registered in Philadelphia. source)
