Yes, NY State license can be used to drive in New Jersey
For specific rules and requirements, I would definitely check with Uber directly, but yes, we have seen many drivers with NY state driver's license be accepted to drive for Uber in New Jersey. In fact, the allowed pickup area around NYC is fairly large, and encompasses most parts of Pennsylvania (PA), Connecticut (CT), Delaware (DE), Western MA, and New York state (NY). It's a big territory. (update: To receive requests in Philadelphia, you must be registered in Philadelphia. source)
One caveat, if you would like to pick up in the New York State and its five boroughs, you would need a TLC license and have it be submitted to Uber. In fact, Uber can help you aply for this license. Only once you have the TLC license, you can legally pick up in NYC, and you will start receiving ride requests in your Uber Partner/Driver app.

I heard the fares is too cheap and if not familiar with non toll roads , you will incur daily unpaid tolls
