Currently, Uber does NOT require drivers to speak English. Upon driver sign-ups, they do not have any checks on English speaking abilities.

Exceptions? Always check with local policies and even potentially your insurance policy.

While Uber does not require it, there can be other rules and policies that may apply. Miami-Date Airport, for example, fined a driver for not being able to speak English. (it was later reversed.) Uber driver fined for not speaking English
In Great Britain, it seems the English Language Requirement will be enforced starting later in 2017. Uber is fighting this requirement. More information here. English Language Requirement
