According to the article below that is how it used to work. Not anymore. Uber now uses "batch matching" to connect riders with drivers. That means they find the most "optimized" ride for everyone around you. There are other things taken into account also. Read link.below for more info.
How does Uber & Lyft match rider with driver? What a dumb question we all know the answer. Rider request trip then their request pings the closest driver of course.
