NO! Haha but in all seriousness this is probably the biggest mistake I see new drivers make, here's a video that explains it further: Don't Chase the surge!
As drivers flock to surge, the surge level goes down so it's rarely worth it. But it does make sense to try and predict the surge and be in those areas so that's something to keep an eye out for.
