First of all, yes, rideshare vehicles can be found all night. The drivers determine their own hours, and many prefer to work during the late hours. The New Years Eve is no exception. In fact, there will most likely be more drivers/vehicles than usual.
With that said, there will be surge pricing be applied, so you have to be careful. Here's a relevant thread:

Since this year, they will at least show you the rates in advance, so there won't be crazy surprises... but I am sure we will wake up tomorrow morning with stories about how people got screwed in their drunken stooper.
