My flight arrives at Cedar Rapids, IA airport (CID) at 2am on Monday (11/27) - looks like all rental car offices are closed - will I be able to get a Lyft or Uber ride from CID to Mainstay Hotel on Rockwell Blvd at 2:30am?

I would bet that you wouldnt have any issue getting a car from the airport even at such an early hour. Many Uber and Lyft drivers login during the night solely for the airport rides they get!
If it would make you feel better, you can always request your Uber or Lyft in advance.
