Surge could be higher at that time. But it depends if there are a lot of drivers on the road maybe not.
Yeah, if you are in an urban area, 8-10AM can be a high-traffic time. That can trigger an increased fare, higher than usual.
I recently took an UberX from Manhattan to NJ, and it was $100 at 7AM. Then on the way back at 1PM, it was $30. (Same distance...and weirdly, not that big of a difference in traffic.) Go figure.
