Surge Pricing
It's hard to predict when there will be surge pricing exactly. You can expect there to likely be a surge when you are traveling to a popular event such as a concert where there are a lot of people on the road headed to the same place.
Traveling during rush hour is also a popular time when companies like Uber and Lyft tend to have surge pricing in effect.
The last case is the weather, and although there has been debate about the ethics of this, there also tends to be surge pricing when there is a bad storm and large numbers of people are trying to get home.
