Uber's continuing innovation

I’ve been a rider for a while now and I love how Uber has expanded into food delivery services (Uber Eats). I occasionally get food delivered when it’s raining out. But I don’t get special offers as a rider when I want to use their other services. Why can’t loyal customers get rewarded? I'm very curious to know what challenges does Uber face when innovating and expanding?
