You can still request an Uber without a smartphone. Need a browser

You can use any modern web browsers to order Uber or Lyft on their websites. You do not necessarily have to have a smartphone.

https://ride.lyft.com (http://ride.lyft.com/) or https://m.uber.com/ (https://m.uber.com/)

With that said, it is strongly recommended that you have a phone so the driver can contact you while in transit. See this question regarding that point:

If I schedule a Uber ride in advance, do they confirm before a car shows up? Will a car still show upeven if my phone isn't on?
