will need ride from Norfolk Aiport to Williamsburg VA tomorrow, not sure how to

Hi,

I am new to all things rideshare, but I'm flying into Norfolk VA airport tomorrow about 3:45 -4pm and will need a ride as soon as possible to Williamsburg, VA. I have to get there by 5:30pm. I'm picking up my car and driving it back to GA. 

I'm not sure what the process is once I land tomorrow. do I go on RideGuru and choose an offer and click "hail". once I do, how long does it take?

or are there drivers at the airport waiting when planes land?
