Yeah, depends on your location, but what chrislawson says is true. It may look like there are drivers but I have had some weird experiences requesting a ride in wee hours.
My guess? I think the drivers are sleeping in their vehicles and won't respond to all requests. LOL.
...or worse, the drivers are at their homes sleeping while having the Driver App online. The idea is that if there is a request, their phone would ring and they'd hop out of bed to come get you. HAHAHA. I am not a driver myself, but I can totally see this happening.
People keep telling me it's the location specified, but I don't get it. Isn't this for scheduled ride? so I may not be in the location I will be requesting the ride for.
This has happened to me. I am at the location of the pickup, drivers come very close, then never arrive at my location. Often, I would text them and there are no responses. Once, the driver called me and told me his car was busted. Wha...?
Does it even matter anymore. Uber does whatever they want to, and CarGo is doing whatever it wants to. Money speaks in the good ol'l USA.

These scooter riders look super annoying. See them cut off all those pedestrians.
Not far from them getting regulated. I mean, not even helmets? It's all fun and games until a kid runs, falls, and stabs his eye out with scissors.
Would Uber have any issues with it? It isn't exactly something you can do it under the table as any of your customers can report you with 100% possession rate of smartphones.

Well, Uber certainly won't do that. Absolutely zero incentive to do so.
The city? Probably fumbling around not knowing what to do.
