If you want to refer your rommate to Uber, you can open the Uber app and click on "Free Rides" from the menu. It should give you a referral code your friend can use to sign up for the service.
If you simply would like to book an Uber for him on your credit card, the simplest way is for you to use your Uber app and to request a ride for your friend. See isntructions here:
