Yes, drivers can refuse long distance trips
Uber and Taxi drivers are required to take you to your destination, as long at that destination is within city limits or within their "registered Uber area". If you request a ride that has a destination outside of these limits, then the driver can refuse to take you. However, you will find that some drivers will be happy to take you for longer rides as it means higher fares and bigger paychecks for them!
