Yes. The same account can be used anywhere there's Uber.
Yes, if you have an account in one country, the same app and same account can be used anywhere else in the world. (...though we have heard there are some exceptions in Southeast Asia where the payment methods are different.)
Here's a statement from Uber and also useful advice:
"Uber is available in a growing number of cities around the world. If a city you visit has Uber, you can request rides there just like you would back home. Please note that your phone will need access to Wi-Fi or cellular data.
Before you depart, it’s a good idea to contact your mobile phone carrier and confirm where you’re planning to travel. Ask if your phone will be able to connect to local networks.
If you have a different phone number while traveling, use your app to update your mobile number. Here's how:
1. Select SETTINGS from the menu.
2. Tap EDIT ACCOUNT under your name.
3. Enter your password.
4. Update your phone number.
5. Tap SAVE at the top right of the EDIT ACCOUNT screen.
We also recommend confirming with your bank or credit card issuer that your billing method is valid for international purchases. Bon voyage!"

I have an Uber Driver account in The Netherlands and when I crossed the border into Belgium I CANNOT Sign in to request orders. I asked Uber about this and gave them this link. They say I have to open a new account for every new country I travel to. And they say this link is not officially from Uber. And the link in this post is dead. So has Uber changed its policy???
I've done this in 7 countries. do it somewhat regularly. it works beautifully. All charges go to my same visa card. currency converted back to USD. It's a beautiful implementation.
