Yes, surge applies even on advanced bookings

Hi, Mike,

Yes, the surge pricing can apply even on trips that were reserved in advance.  Uber is slightly unclear, but this is what they state:

Q: How much does it cost?

A: Scheduled Rides are priced exactly like a normal Uber ride, and are subject to pricing - based on demand - at the time the ride is scheduled for. As we launch new versions of this feature, the pricing may change. (link)

The key is takeaway is that even trips booked in advance are subject to normal pricing - "based on demand" at the time of the trip.   Therefore, if there is a surge effect on the date of trip, you will potentially pay more than what you saw on the day you booked.

You will be given a notice when the car is on the way, i.e. when the driver accepts the ride.  You theoretically have the freedom to cancel the trip at that point.  The cancellation policies and fees differ from city to city, but the guideline in the US major cities is that you have about 5 minutes to cancel without a fee.
