Yes, for Uber, surge pricing at the time of the ride will apply even for scheduled trip.
Scheduled rides are treated like any other Uber trips. The only difference is that Uber autoatically triggers a request when the predetermined time comes. This means that the wait time is up to the drivers availability and the surge can apply if there is high demand.
In contrast, Lyft honors the pricing for when you have scheduled the ride. However, they will attempt to estimate the surge (i.e. PrimeTime pricing) and incorporate it into the fare, so you may not be saving any money. Also, you can only schedule their rides 7 days in advance (compared to uber's 30).
