I just went to look this up, and it is super complex as to what's happening in Germany. It depends on locations and services provided, whether they are supported, not supported or no one knows. LOL.

I am trying to think through this. So if the driver in top position cancels the ride, the rider needs to request again, right? Wouldn't that theoretically go straight back to the same driver? (Well, I guess not, because in the time it takes the rider to request again, another rider may send a request.)
I guess what I am trying to get to is that when riders are "ignored" by the drivers, those would eventually trickle down to those lower in queue, right?
This was with a taxicab once. Those days when we used to pay by cahs.
I once had to make a quick stop at the ATM, yes, ATM of all places. I wanted the driver to wait, so I got out and even tipped him a $20. I didn't want him to peel off with my stuff, so I took my roller bag and walked over to the ATM. Then he peeled off anyways.
In hindsight, of course he would. He got to keep the $20 and probably went off to find another fare without waiting.
I personally wouldn't mind. It'd be fun!! Then again, not all people have the same view on this. You know how it'll be. 95% of the people will be happy to see your partner, but then the 5% will file a complaint or give you dings on the star-ratings.
At the end of the day, it may not even be about whether Uber allows it or not. It can be about what people think and report. Perhaps you can warn passengers upon receiving a ping that you have a small dog and if they would be okay with it. No harm no foul. That'll take care of the 5%.

Having a friend call is an option but I feel that defeats the purpose of Uber as the biggest advantage is the convenience, GPS, online payment, etc.
(I suppose the price is a factor as UberX is cheaper than taxis.)
