Reminds me of the time I went to the island of St. Kitts, and as suggested by the hotel and guidebook, I hired a cabbie to take us around island. It was great, and the cabbie just gave us an entire tour.
No, not for major rideshares like Uber and Lyft. You pay for your ride depending on the trip that you specify, primarily calculated based on distance and duration. I suppose you can just ride it all day long and incur the cost, but it certainly isn't a flatrate like you are thinking.
You should call a tour company or just call a local taxi company and ask whether you can "rent" a cabbie for the day. They definitely do that, and they should be able to give you a flat rate.
