Yes, you can. Uber & Lyft both acknowledge and encourage it.
Yes, you can! You can simply enter or pin-drop a location where your friend needs a ride.
Many used to frown on this practice as it creates confusion, introduces anonymity among the passengers, and some abused it. With that said, it seems to be a lot more accepted now, and both Uber and Lyft now encourage this.

Important! Remember that, at any given point in time, there can only be ONE trip happening. So if you call a ride for someone else, you will not be able to call another until that ride is complete.
UPDATE June, 2017:
Uber has officially updated the rider app where, upon selecting a different "from" location than where you are, you are automatically asked whom this ride is for. This sends a text message to the car's recipient to make it slightly more convenient.

I call one for my grandfather to visit his wife in the hospital on a weekly basis. ...and they live on the other side of the country. No joke.
I would imagine the drivers would get confused? With the whole GPS thing?

Yeah, I do this all the time. For my friends or whatever. I don't often request one to a different location; more often just call for a friend and I don't get on... but I know it's possible.
