Yes, you can. Some services have fees.
Yes, you are allowed to drop other people off during your Uber ride. You will be charged for the entire trip, of course, but there will not be fees for that passenger. Remeber that, since you are making multiple stops, the guaranteed fare given to you at the beginning will be void. You will simply be charged the fee based on duration and distance.
The exception, of course, is the UberPOOL, where each group will be charged their own fares. In UberPOOL, you are not allowed to make ad-hoc stops that deviate from the original trip you have requested. (Makes sense, right? You can't change your route to do multiple drops, while strangers wait...)
(For taxis, there can be different rules. For example, there can be small fees for making stops, or if you are riding with total strangers from a busy location, say an airport, you can both be charged the full fare.)
