The wait should not be long as drivers should be readily available at a place like BWI, and this is true at all days and hours.
BWI now has a staging lot, i.e. dedicated are where rideshare drivers will wait. Once you make your way to the pickup are, you will be matched up with the next car in queue.
AT BWI, look for signs for "Arrivals" or "Ground Transportation." Look for "Rideshares" or "TNC" signed

I thought the BWI Taxis had a monopoly at BWI. It's been like that for years.
