Tricky but possible.
So you'd like to use Uber even though you don't have a smartphone or a tablet. There are two hurdles you have to clear. 1) Creating an Uber account and 2) requesting rides.
1) Creating and verifying an account
You can create an Uber account directly on their website. This can easily be done by going to their website: https://get.uber.com/new-signup/.
Next, you will also need to verify the account, and this is ussually done by receiving a code on your cell phone. If you have a cell phone that can receive texts, you may be able to clear this, but if you are using your home phone, you would need to contact Uber directly to get your account verified. We at RideGuru have not tried this, but there have been reports, that Uber can get you set up if you contact them.
Here are ways to contact Uber. It is tricky to do so without the Uber app, but you can open a ticket through their website (#2) or go to their physical office locations (#5).
2) Reqesting rides
Contrary to common belief, you can request your rides using your web browser, hence using your desktop or laptop computers (with Internet, of course). Here are detailed instructions:

You can have a friend call you a ride when you need one. The friend does not have to ride with you or even have to be at your physical location
