Taxi, Limos, and Uber would be your options if you don't own a cell phone / smartphone.
Believe it or not, you can actually request UberX using your web browser on your laptop. Therefore, you do not theoretically need a smartphone.
Of course, you can certainly call (from a landline) a taxi or a limo.
