Are you referring to using Uber or Taxis? Either way, I don't think you have to worry about minimum fares on such long trips.
If you are using an rideshares like Uber and Lyft, you should remember that they are on-demand services and the rides are typically requested at the times they are needed. So your boss would call one when he is ready to leave. There is a feature where you can schedule the request, but it is not a guranteed reservation.
If you want a guaranteed reservation, you may want to call a car service in each local area. (i.e. one in Dallas and another in Austin.)
For most options, there are no additional fees or costs for going to another city. You will be charged the price based on duration and distance. In case of Uber and Lyft, you may want to check with the driver prior to the trip though, to make sure he or she does not mind, because that'd be a long leg back to their original location!
