No, taxis and rideshare services like Uber and Lyft generally charge by distance and duration. There are some flat rates available, but they usually do not offer discounts for round trips.
If you are working with taxi and limo companies, you may be able to negotiate a reduced fare for booking the round trip in advance. Give them a call!

The answer is generally MAYBE. My reason is explained below and i will use Uber as an example -
Uber charges a minimum fare for every ride (say for example it is $5 minimum). If you plan on doing a round trip from A to B (i.e A to B and then B to A), you can do it two ways.
a) Scenario 1, you get two different uber rides -
Since each ride has a minimum charge of $5, you will pay at least $10 for your fare ($5 * 2).
b) Scenario 2, the same ride waits for you at destination B without turning off the Uber meter
Since the charge per minute is usually negligible (assuming it is 10 cents per minute), if it you wait 20 minutes at destination B before continuing your journey, you pay an additional $2 for waiting. Assuming the total charge for distance travelled ([A to B] * 2 ) costs $6 and the total time spent on the ride is 30 minutes ($3), your total cost will be $9
