Yes, Uber now offers in-app tipping.

In the summer of 2017, Uber enabled tipping in their apps and on their email receipts. (https://ride.guru/content/newsroom/whats-up-with-tipping)
This tip can be paid after the trip through the app or by clicking on a link in the email receipt. Uber processes a separate transaction your credit card for the tip amount.
Uber has even created its own Tipping Page - https://www.uber.com/ride/how-it-works/tips/.

No, there currently is no option to tip directly from an Uber app. This aligns with their philosophy on how Uber believes in a convenient "cashless experience."
This is a heavily debated topic around tipping. While many accept tipping should be "optional", Uber has been under fire for at least not offering the option on their smartphone app. This is in sharp contrast to Lyft's app that allows users to set the tipping amount during or after the rides.
Uber does allow (or even suggest) that riders can tip cash during the ride. However, this is being debated also recently, as cash gratuities can be illegal in some states. (BostonGlobe: Uber's ban on app tips at odds with states barring cash gratuities)
Uber's official statement as of 3/2017 is below.
"The Uber app does not include a tip when billing you for a trip fare.
In most cities, Uber is a cashless experience. Tipping is voluntary. As a rider, you are not obligated to offer your driver a gratuity in cash.
If you decide you would like to tip, your driver is welcome to accept.
Where available as a vehicle option, uberTAXI is an exception. uberTAXI connects riders with licensed yellow cabs, and includes the option to set a gratuity percentage added to your trip fare."
