Phoenix to Casa Grande will most drivers do

Have a friend (limited income on VA disability but ok physically) who had a medical condition and found slumped over wheel at side of a road in the Gila River Indian Reservation. I am joint owner of car (since I bought it for him) and called by the Gila River police last week.  We both live in Phoenix. He has been in hospitals - latest transferred to a nearby Phoenix hospital.  Unfortunately the car was towed to Casa Grande - the opposite direction of Phoenix.  He should be discharged and able to drive this coming week.  Thank goodness for VA medical benefits! 

I am exploring using Uber going Phoenix to Casa Grande. On Rideguru I am getting a Uber X quote of only $63. Gee, I have paid almost that much when I take Uber from the phx airport home in Phx. On taxiFareFinder it shows Uber X a range depending on traffic of about $190 - $400 depending on traffic which sounds more reasonable - although I like the $63 better.  I assume the TaxiFareFinder is more accurate.

Will most drivers be willing to go that far, especially since they also assume are based in Phoenix and have to return?  Its about an hour in good traffic.  I assume they will know destination and can refuse to take or not.  I don't have any address yet. 

He doesn't have a smartphone but I will get him here and assume I can use my app, I am willing to pay for the ride as he can not afford.    

Any suggestion what good non-traffic delay time of day is best?   He is a night owl so could even do after midnight- however that won't work since needs to get there when car storage lot is open.
