As a rider, it feels like it should be over 90% as both the app and email receipt ask you for ratings. However, I heard this isn't true from a few of my drivers who asked me to leave a review.

Great question. I don't think this has been discussed that often.
This isn't a number shared by Uber. We asked around with our drivers, and it looks like about 65~70% of passengers leave ratings. You are right. That feels low, considering how easy it is to simply tap on a star.
Despite the app and the receipt both asking for reviews, not all users leave reviews. Perhaps they don't feel comfortable leaving one, maybe the ride was for someone else, maybe it's been too long since the trip to remember, maybe they are in a rush to book the next ride... There are many reasons riders may refrain from leaving reviews or star rating. (Another potential reason: Uber riders are required to leave a reason when rating a driver 4 or lower. Perhaps this can be a roadblock?)
Drivers are concerned of the typical trend, where people who most often leave reviews are the ones who have something (negative) to say. This is likely to be true. Take a look at a sticker being sold on Etsy that encourages the users to leave a review. It plays into people's sentiment and attempts to set the expectation on what kind of rating they are looking for.
