I would recommend a traditional taxi!
First off, surge pricing is near impossible to predict, it can vary so greatly! However, with that in mind if I was to pick a surge multiplier from LaGuardia to Manhattan at about 5:30 on a Friday evening, I would choose a 1.5 surge. Studies have shown that this is a pretty typical surge price for the Manhattan area at rush hour, though it can jump as high as 2.0 - 2.9 a fair amount as well!
Regardless, even with a 1.5 surge, Uber, Lyft, and Juno would all exceed the price of a traditional taxi cab. In this instance taking a traditional taxi cab or using an app that hails a taxi like Arro or Curb would be your best bet!
