It is up to the driver.
Uber and Lyft both do not openly allow drivers to drive across the border for legal and business reasons. There are questions that arise in terms of insurance and where Uber (and the driver) are authorized to "work."
(Both apps do allow you to enter destinations across the border, which can be taken as a tacit approval.)
Many drivers on cities near the border have indicated that they do cross the border for their customers, and this seems to be a common practice in cities like Detroit and Niagara Falls. Therefore, simply try asking the driver upon being matched up, and make sure to have your paperwork and documentation.
The passenger also be mindful that there may not be an Uber on the otherside of the border, so plan ahead!
