Yes, Uber and Lyft both allow (or do not prohibit) their drivers from starting at Buffalo Airport (BUF) to Niagara Falls, ON on the Canadian side. With that said, when you request a ride and get matched up with a driver, you may want to check with the driver if he or she is willing to take the trip. Some drivers prefer to not make the trip for various reasons, whether it'd be documentation issues, time waiting at the border, insurance concerns, etc.
This may not be a concern for you, but the same Uber driver will not be able to pick up a passenger on the Canadian side, unless he or she was given a special permission from Uber. Lyft currently (3/2/18) does not pick up on Niagra Falls on the Canadian side.
For the rider, however, you can call an Uber on the Canadian side and return to Buffalo, NY, US.

No They are not allowed to do that, when you are using the app searching from Buffalo Airport Taxi to Niagara Falls Ontario Canada the app will tell you the ride is not available.
