No, not really. but in some regions, yes. This option would appear in your app.

Why do I say, "generally?" There are some countries/regions where Uber does accept cash. It appears as an option within the Uber app

UPDATE:Uber is starting to open up more cities where they do accept cash. Check out the "payment options" and if you see "CASH", that means they will allow it. You simply hand the cash over to the driver at the end of the trip. (https://help.uber.com/h/cae4b926-03d6-4ebf-81c4-75953ef54c0c)
