Between the two if the distance is the same you will end up making about the same amount of money, however, as someone else mentioned there is more downtime with delivery (waiting for food, up and down apartment steps, etc) so it does end up being less in the end. However, if you would rather not deal with passengers in your car this may be worth it to you.
I do both services at the same time and it works out well for me. Though I would prefer driving just passengers as food smells up my car and I just don't like dealing with other people food. Plus my passengers are nice and it's fun to have the company.
I am sure we will all have different answers for this but I personally make more money driving passengers than with Uber Eats mainly due to the timing of food delivery. Quite often, maybe 50% of the time the food wouldn't be ready for pickup when I would arrive so I would have to wait around all the while not being paid. With passengers I had almost no down time.
