No, unless you negotiate with the driver directly

No, there is no cash payment option in Uber.  The rides you take in Las Vegas will be charged to your credit card  you have on file within the app.

That isn't to say that you couldn't negotiate directly with a driver.  You can request a ride, and upon being matched with a driver, maybe you can contact the driver and explain the situation?  Of course, I believe this breaks the terms set by Uber, so we do not endorse it here.
