Unlike taxis, Uber does not strictly offer "night rates" and their rates do not automatically fluctuate by time of day. However, the rates can change due to the "surge pricing" which can be triggered by high demand (with low supply of drivers).
Las Vegas is a popular Uber and Lyft location, and drivers are available all times of the day. Therefore, unless there are some special events or weather that is causing a surge, you should not expect a higher rate.

If you are talking about the Strip, I have taken Uber and Lyft at all times of the day, and deep into the late nights, and I have never experienced a surge.
Maybe, just maybe when there's a concert or something, perhaps there are surges?
There is an overabundance of uber and taxis in Vegas to the point that it's a huge problem. You shouldn't have to worry
