Pensacola, FL has lots of Uber, despite the service being relatively new there. They weren't even allowed at the airport just a few years ago, say 2016. They have since allowed them.
With that said, it'd be a pretty expensive trip if you are taking it from Pensacola to Destin. (if you are) If renting is possible, it may be more economical that way.

While there? not sure how popular it is in Destin. I'd imagine in a vacation-y place like that, I think it'd be okay. Worst case, you can always take regular cabs!
