I will assume you are referring to Uber for this question.
You theoretically have until pick-up to cancel a ride, but in most cases, you will be assessed a cancellation fee if you cancel after 5 minutes from the time of request. Read on for more:

UPDATE: In all USA markets, the cancellation fee will now be assessed on the passenger after 2 minutes from the time the driver accepts the ride.
