This is what I have heard, but I have never seen this on my invoice. Though, maybe it's simply included in the duration calculation. Do they really charge this?
I understand why they would. It's to detract riders from making the drivers wait. I just have never seen it.

Yes, they do. You have one minute
Yes, both Lyft and Uber have policies where the drivers are compensated for the time they spent waiting for the passengers. This "wait time" starts 1 minute after their arrival at the location for Lyft, and 2 minutes for Uber (Currently in the US.)
You will see this clearly marked as "Wait time" on your invoice.

Do the drivers have to push a button on this to start it? I have never gotten this surcharge and have been more than 2 minutes late before!
No, the driver just drives up. There's no button to tell the app that you've arrived. I think this fee gets triggered by the GPS vicinity.
